Rough Sea is in Italian Mare Mosso or Mare Agitato, from the verbs muovere (to move) and agitare (to shake/stir/wag..).
But "agitato" means "nervous" too..hence the pun:
"Non so se la nave è in pericolo perché il mare è agitato o se il mare è agitato perché la nave e in pericolo"
Translation:
I don't know if the ship is in danger because the sea is "agitato" (rough) or if the sea is "agitato" (nervous) because the ship is in danger.
